The 2019–20 annual report lists a July 2019 construction milestone in the combined Stage 1 and 2 redevelopment. It describes an acute services building including an emergency department.

The milestone footnote allows components of larger projects that are not officially complete. It does not establish when every service opened to patients or whether all planned capacity was staffed.
A capital-works table reports $655.2m for Stages 1 and 2 together. The narrative describes more than $700m. Neither is a verified final Stage 2 payment account.
Subtracting the $400m Stage 2 commitment from a combined-stage figure would produce a misleading “overrun”. The collected records do not reconcile those scopes.
