Public health spending supports many services. One way to examine what people receive is whether emergency treatment starts within the recommended time. The funding figure and the access measure answer different questions.
This includes a wide range of health functions. It cannot be divided by emergency presentations to calculate the cost of an emergency visit.
Consolidated all-Australia general government, accrual basis. This is a function-of-government expense measure, not the public-hospital funding pool alone.

Urgency, staffing, demand, available beds and patient needs can affect service access. The spending total and this rate alone do not identify which factor caused the result.
To judge a particular hospital investment we need its promised capacity, staffed services, comparable patient results and costs for the same project. The Blacktown record shows which parts of that chain the collected sources establish.
