Checked 3 October 2026. Paid work, unpaid care and volunteering sustain households and institutions. Employment totals alone miss insufficient hours, insecure work and the costs borne outside a wage transaction.
Paid work and purchasing power
The August 2026 Labour Force release reports seasonally adjusted unemployment of 4.6% and underemployment of 6.2%. These are shares of the labour force with different definitions, not shares of all Australians. The August 2025 employment-characteristics release reports about 2.4 million casual employees, 19% of employees; the percentage differs when all employed people, including owner-managers, form the denominator. Casual status is one measure of security, not a complete classification of whether a person wants flexibility or lacks predictable hours. ABS Labour Force, Characteristics of Employment.
The Wage Price Index increased 3.2% over the year to the June quarter 2026. To compare purchasing power, the evidence calculation uses the quarterly CPI table for the same quarter—not the June-only monthly inflation rate. The CPI Australia index rose from 98.43 to 102.31, or 3.94%. The calculated real wage-price movement is (1.032 / (102.31 / 98.43) - 1) × 100, approximately −0.71%. This compares fixed job prices with a broad consumer basket. It is not the change in median earnings, after-tax household income, hours worked or each worker's living costs. Published rates and index rounding constrain precision. WPI, quarterly CPI table 17, Data1 J318/J322.
Unpaid contributions and time pressure
In the 2024 Time Use Survey, females who participated in unpaid work averaged 4 hours 53 minutes per day, compared with 3 hours 52 minutes for males who participated. Participation itself differed: 90% of females and 81% of males. The time difference is 61 minutes among participants, not an unconditional difference across the entire population. Among participating parents with children under 15, the corresponding times were 7 hours 29 minutes and 5 hours 2 minutes. ABS Time Use, unpaid work section.
Supervisory childcare often overlaps another activity. Adding it to primary-activity totals would double-count time. Survey changes also reduce comparability with 2020–21. The survey records a diary period and excludes some populations; it is not a continuous census of every person's workload. Time Use methodology.
GSS provides complementary measures of organisational volunteering, informal support and participation by age/gender. These are preserved as separate tables rather than converted to an invented wage or added to GDP. See the social-connection briefing.
Health and training
Safe Work Australia reports 188 traumatic worker fatalities in 2024, or 1.3 per 100,000 workers, compared with 1.7 per 100,000 in 2014. It reports 146,700 serious compensation claims in 2023–24, provisionally. Deaths from disease, natural causes and suicide are excluded from the traumatic-fatality series; compensation claims do not capture all harm or all workers. Counts, rates and insured claims should remain separate. Safe Work Australia 2025 report, pp2–3.
NCVER's 2025 survey, covering training undertaken in 2024, found 62.4% of qualification completers reported improved employment status, compared with 64.4% in the previous survey. This composite includes gaining employment, job-related benefits or higher-skilled employment. It is an outcome among trainees, not an estimate of training's causal effect or of access among people who could not enrol. NCVER VET student outcomes.
Responsibilities and status: employers and industrial institutions affect pay/hours; care services and social policy affect unpaid workloads; WHS regulators and employers have safety roles; training providers and governments affect skill access. The paid/unpaid contribution baseline is checked. The complete specification remains partial for unmet training access and longitudinal work-security transitions. No monetary unpaid-work valuation or policy-success claim is made. A useful next comparison would evaluate whether care availability changes both household costs and time, using an actual evaluation and explicit counterfactual.
