A measure can be investigated without yielding the desired national answer. For example, legal-service volume is explicitly insufficient for unmet legal need. The scope has not been silently narrowed by calling a proxy the requested result.

Time, source access and gaps
Latest publication is not latest observation. This pass includes July/August 2026 administrative releases, 2025 social conditions, 2024 diaries/development, 2023–24 water/R&D, 2022 disability, 2021 Census/condition evidence and 2019–20 detailed wealth. Ten-year trends are retained where published, but not fabricated across redesigns. Future climate exposure, expected investment and financing authorisations remain scenarios/commitments rather than realised outcomes.

Evidence and context
Existing evidence reused and kept separate
The existing money-flow dossier supplies the independently published ATO entity original and national fiscal/trade context. The public-hospital briefing and RoGS library supply prior service evidence and definitions. The parallel WA gas research supplies a distinct place/project account and accountability example; its quantities and obligations are not assigned to APLNG. Their locations and adoption status remain in the canonical workstream register.
No individual-level linkage, interviews, community endorsement, new database loading, site publication or change to the saved cash model is part of this pass. Research completeness, source-check completion and readiness for a particular public page are separate statuses.
