Are housing promises becoming homes?
A headline target, an investment fund and a completed home are different things. This account follows one national housing commitment to the latest audited delivery figure held here.
The audited completion figure combines HAFF and the separate National Housing Accord Facility. The audit materials use April and May 2026 in different places, so the observation is labelled April–May 2026.
What the evidence says

The ANAO reports 1,432 completed homes across the two programs against a combined target of 40,000. Treating all 1,432 as HAFF completions would overstate what this source establishes.
The commitment has several stages.
Parliament established the $10 billion HAFF, Housing Australia administers financing, Treasury oversees the policy and the ANAO audits design and delivery. A fund balance is not a count of homes and a financing commitment is not a completed dwelling.
The figure does not explain the housing market.
This account does not establish why prices or rents changed, where the completed homes are, who received them, final program costs or long-term tenant outcomes.
